PUBLIC HEARING FOR DRINKING WATER SYSTEM IMPROVEMENT
FY 2024 REVOLVING LOAN FUND (DWSIRLF) PROJECT
The Town of Hickory announces a Public Hearing regarding its Project Plan for the proposed elevated water storage tank, water well and water distribution system upgrade Project in Newton County. The Town of Hickory will be seeking low interest Drinking Water System Improvement Revolving Loan Fund (DWSIRLF) assistance for Fiscal Year 2024.
The project is comprised of installation of an elevated water storage tank, Yard Piping, installing Submersible Water Well, installing, install Water Distribution Main, install service line (Pex), installing 2-way Fire Hydrant, unencased Bores, encased Bores, gravel Driveway Repair, installation of Gate Valves, installation of Blow Off Hydrant, ductile Iron Fittings, Backup Generator at water well, installation of chlorine residual analyzer and redundant metering pumps. The proposed project will not involve road/street construction and will not involve new right-of-way, repaving, and widening/change of alignment.
The impact of the project will be improving water system capacity, customer satisfaction and safe, reliable service delivery of drinking water. The temporary impact of construction activities will be minimized largely through measures specified in the contract documents. Environmental review letters were sent out to the US Army Corps of Engineers, U.S. Fish and Wildlife Service, USDA National Heritage Program, MS Archives and History. Adverse impacts on historical, archaeological, or cultual areas are not expected. The proposed work for the water well and water tower will not involve the discharge of dredged or fill material. Therefore, the US Army Corps of Engineers does not require a permit to construct the water well and water tower. However, some parts of the water system where the water main distribution lines will be installed may require a Section 404 permit and the Town will pursue a permit prior ro construction. A wetland delineation study has already been conducted by the Town and is included in the facility plan. The project is necessary to ensure the Town of Hickory will consistently and reliably provide drinking water to its customers in Newton County. The total cost of the loan is currently estimated at approximately $4,000,000, which is being sought through the DWSIRLF low-interest loan program. The water distribution system improvement project is eligible for participating under the State of Mississippi low-interest DWSIRLF loan program.
The Public Hearing will present a description of the recommended project, estimated costs, as well as the estimated cost per household impact for customers for the eligible loan. The typical residential customer bill for drinking water is expected to increase by at least $35, assuming that low-interest loans can be obtained through the DWSIRLF loan program. The purpose of the hearing is not only to inform but also to seek and gather input from people that will be affected. Comments and viewpoints from the public are encouraged.
