Mrs. Hart was born August 9, 1938 in Picayune, MS to George Leon Dossett and Catherine Rowell Dossett. She graduated from Picayune Memorial High School in 1956 and Pearl River Junior College in 1958. She graduated with a degree in accounting and business administration in 1960 from The University of Southern Mississippi.
Upon graduation, she worked in the accounting department at Shell Oil in New Orleans. On March 5, 1961 she married the love of her life, James Allen Hart.
