On June 3, 1977, in Newton, Mississippi, Dr. Austin Boggan delivered a baby girl, Kimberly Dawn, to Larry and Jo Munn Blackburn, of Decatur. After 25 years with the Workforce Development Center at East Central Community College, Kim’s father, Larry Blackburn, retired as Director in 2000.
